Professional
Experience:
Mr. Elliott is a
principal in WBC Financial Group. Before joining WBC, he was
successively General Counsel, Executive Vice President for European
operations, and member of the Board of Directors of Providian
Corporation. As a member of the Board he chaired the Marketing
Committee and served as a member of the Audit Committee.
As Executive Vice
President, he launched Providian’s
U.K. credit card business and built it to
over $500 million in assets. He led the search for business
partners in four nations of the European Union and successfully
negotiated a partnership arrangement with a major U.K.
retailer.
In the U.S. with
Providian and its predecessor, First Deposit, he served as General
Counsel, first of the Bank and then of the combined holding
company. He also had responsibility for managing a computer
systems unit and a division which marketed Visa
cards to individuals without banking relationships.
Prior to joining
Providian, Mr. Elliott was in private practice of law in
Washington, D.C. for eight years. In his legal practice, Mr.
Elliott represented financial institutions of all sizes before the
regulatory agencies and in Federal Court. While in private
practice Mr. Elliott chartered Washington Bank Consultants, a
predecessor firm to WBC Financial Group. Washington Bank
Consultants specialized in developing business plans for new bank
charter applications and regulatory capital planning for community
banks.
From 1974 to 1981 Mr.
Elliott served with the Comptroller of the Currency first as Senior
Trial Attorney and then as Director of the agency's Bank
Organization and Structure Division. As Senior Trial Attorney
he was responsible for litigating the largest and most complex
trials the agency had undertaken. As Director of Bank
Organization and Structure he reorganized the personnel and
operations of the office to install a new and more business friendly
process for reviewing applications -- charters, branches,
relocations, mergers, sales of assets and entry into the U.S.
